College & Recruiting News: Div. I Recruiting Dead Period Extended Through August 31

The summer recruiting period officially became null and void of in-person DI coaches when the NCAA announced the dead period was pushed back to almost Labor Day.

At the end of May, the NCAA Division I Council ruled that the recruiting dead period would be extended to July 31.

Thursday evening, the NCAA announced that the dead period would be pushed back another month, to at least August 31:

The Division I Council extended the recruiting dead period in all sports through Aug. 31. The Council met virtually Thursday afternoon.

The full Council and the Council Coordination Committee will continue to review the recruiting dead periods on a regular basis. A dead period precludes all in-person recruiting. Phone calls and correspondence can continue to occur.

Additionally, the Men’s  and Women’s Basketball Oversight Committees indicated they are not planning to recommend any changes to the summer access model that was adopted last week, which permits institutions to begin summer countable athletically related activities in basketball beginning July 20 and may include up to eight hours per week of weight training, conditioning and skill instruction, with not more than four hours of skill instruction.

Council members also granted a waiver to modifying the start date for preseason practice in sports other than football. Fall preseasons generally begin a specific number of days prior to the first scheduled regular season contest. The waiver allows teams to count back from the first day contests are allowed, instead of a team’s actual scheduled first contest.

The waiver allows some flexibility for additional acclimatization for fall sport student-athletes who missed out on spring participation opportunities and accounts for schedule changes due to the COVID-19 pandemic.

As many expected, the recruiting dead period was extended until through July 31 after a meeting was held on Wednesday by the NCAA’s Division I Council Coordination Committee.

Two weeks ago, the committee had announced the dead period would go from the end of May to June 30.

We had detailed in the article two days ago titled Inside Pitch: What We’re Hearing in College, Club & Recruiting… Dead Period Extending, Budget Cuts, New Club Leagues & Much More that the NCAA was “taking this one month at a time because it is easier to extend the dead periods versus retract what was earlier decided.”

The Division I Council Coordination Committee extended the recruiting dead period in all sports through July 31.

“The extension maintains consistent recruiting rules for all sports and allows coaches to focus on the student-athletes who may be returning to campus,” said Council chair M. Grace Calhoun, athletics director at Pennsylvania. “The committee is committed to reviewing the dead period again in late June or early July.”

The committee will regularly evaluate the dead period, continuing to be guided by medical experts.

Virtual physical activities

Additionally, the committee decided to allow strength and conditioning coaches to virtually observe voluntary physical workouts for health and safety purposes but only if requested by the student-athlete. The measure goes into effect June 1. The strength and conditioning coach will be allowed to observe the workouts and discuss items related to voluntary workouts but not direct or conduct the workout.

The decision was supported by the Committee on Safeguards and Medical Aspects of Sports Prevention and Performance Subcommittee. The subcommittee encouraged schools that decide to allow their strength and conditioning coaches to observe voluntary workouts to proactively consider the school’s overarching responsibility to protect the health of and provide a safe environment for each student-athlete. More specifically, the subcommittee stressed that schools should plan for how the strength and conditioning coach should respond if they observe an unsafe workout environment or in the event that a medical emergency occurs during a voluntary session.

The committee will continue to explore the opportunity for strength and conditioning coaches to conduct voluntary workouts virtually, as they do during in-person, on-campus voluntary workouts.
